Our Key Successes

State Level

  • Co-directed the successful Prop 1C $2.85 Billion Housing Bond Campaign in 2006 which sustains existing housing programs for homeless and very low-income households and first-time homebuyers, as well as unprecedented housing programs;
  • In 2007, CHC is playing a leading role in the enabling legislation required to program over $1 billion of the PROP 1C funding for infill- and transit-oriented development, parks and housing-related infrastructure, and innovative iniatives ranging from local housing trust fund matching funds to green building programs; 
  • Leadership role in creating prudent guidelines for qualifying non-profit general partners in order to prevent abuses of the affordable housing property tax exemption (i.e., Welfare Tax Exemption, guidelines under Rule 140 of the CA Board of Equalization);
  • Leadership position in addressing the unintended consequences of 2003's prevailing wage requirements on the development of affordable housing;
  • Leadership role in building the coalition of support for establishing a California State Housing Trust Fund (i.e., a 'permanent source') for affordable housing in California as an alternative to periodic general obligation bonds;
  • Created 40-member Board of Governors to complement the 15-member Board of Directors, bringing even more diversity and leadership to the organization through their advice and participation in task forces, member roundtables, and CHC's Annual Policy Forum;
  • Major role in the successful passage of Proposition 46 in 2002, a $2.1 billion general obligation bond that established the Multi-Family Housing Program for catalyzing the development of affordable rental housing, Cal-HOME/BEGIN/Self-Help programs for first-time homebuyer housing opportunities;
  • Established ongoing relationships with the key decision-makers:
    State Legislature
    Governor's Office
    State Treasurer’s Office
    Department of Housing and Community Development
    California Housing Finance Agency

Federal Level

  • Advised and lobbied members of Congress to support several initiatives to modernize and restore the Mortgage Revenue Bond and Tax Credit programs to ensure they can be used to the fullest and most advantageous extent possible;
  • Increased and made permanent Low Income Housing Tax Credits;
  • Increased the Private Activity Bond Cap;
  • Increased and fully funded the Preservation/Section 8 Renewal Program
