Michael Gaber
Michael is Senior Vice President of Originations at PNC Bank. PNC Bank is the 5th largest bank and one of the country’s largest syndicators. Michael is responsible for LIHTC Originations for PNC with an emphasis on California, Nevada and the west coast. Before coming to PNC Bank, he worked for 25 years for a national syndicator, with the last 15 years as COO. He has also been responsible for the direct oversight of the tax credit syndication, asset management, fund management, and development divisions.
He currently serves on the Board of NH&RA and California Council for Affordable Housing (CCAH). He previously served on the California Housing Consortium (CHC) Board and for four years as Chairman of the Board and President of the Affordable Housing Tax Credit Coalition (AHTCC). He also was a member of the Board of Directors of the National Housing Conference (NHC), the Board of Directors of New York State Association for Affordable Housing (NYSAFAH) and he has served as a Trustee for the National Association of Home Builders (NAHB) in California. In his various capacities, he has participated in hundreds of meetings with members of the United States Congress, the Administration and Agency leaders throughout Washington DC and California.

Doug Shoemaker
A recognized leader in the affordable housing field and former CHC Boardmember, Doug works at the intersection of housing, community development and healthcare to advance projects and policy that improve outcomes for lower-income individuals and communities.
Before joining Health Management Associates, Doug was president of Mercy Housing California, the nation’s largest nonprofit affordable housing developer. In this role, he provided strategic oversight and business development for a 3,500-unit affordable housing development pipeline, stretching from Los Angeles to the Bay Area and Sacramento. Under his leadership, Mercy Housing California doubled its annual housing production, ultimately completing over 6,000 affordable homes during his tenure.
Prior to Mercy Housing, Mr. Shoemaker served as the Director of the Mayor’s Office of Housing and Community Development (MOHCD), San Francisco’s Housing Finance and Community Development Agency. He led various key mayoral initiatives at MOH, including HOPE SF, San Francisco’s groundbreaking effort to revitalize five distressed public housing sites into mixed income communities. Mr. Shoemaker served previously for 5 years as Deputy Director of the Non-Profit Housing Association of Northern California (NPH) and began his career at Mission Housing Development Corporation in San Francisco.
