Tomorrow is the deadline for bills to pass out of the house of origin and both houses have already adjourned for the week. Here’s a brief update on housing bills:
- All of CHC’s sponsored bills have advanced to the Senate with unanimous support in the Assembly:
- AB 10 (Chiu) – $500m increase to the state housing credit
- AB 1483 (Grayson) and AB 1484 (Grayson) – impact fee transparency
- AB 1743 (Bloom) – exempts affordable housing from Mello-Roos fees
- AB 1763 (Chiu) – enhanced density bonus for affordable housing
- AB 1482 (Chiu), which would prohibit annual rent increases of more than CPI +7%, passed the Assembly last night 43-31. Its companion bill, AB 1481 (Bonta and Grayson), which would require just cause for evictions after 12 months of tenancy, did not meet the deadline and is now a 2-year bill. The CA Association of Realtors went neutral on both bills after the authors accepted amendments that would establish a sunset date of 2023 and exempt small property owners with 10 or fewer single-family detached homes.
- ACA 1 (Aguiar-Curry), which would lower the vote threshold on local housing and infrastructure bonds, is not subject to any deadlines and is likely to be heard on the Assembly floor next month.
- SB 5 (Beall), which would allow local agencies to reduce contributions of local property tax revenue to schools (up to $200m each year and backfilled by the state) to build affordable housing and related infrastructure, passed the Senate 31-4.
- SB 50 (Wiener) was held in the Senate Appropriations committee and is now a 2-year bill.
