The Affordable Housing Credit Improvement Act (H.R. 3077/S. 1703) would meaningfully expand the resources and the reach of the Housing Credit to address the affordable housing crisis in CA, especially with the following provisions:
- Setting a minimum rate for Housing Credits that are generated by tax-exempt private activity bonds, which would increase the amount of equity any one bond-financed development could receive by about 25% and lead to at least 17,000 more affordable rental homes in CA
- A phased-in 50% percent increase in Housing Credit allocations, which is estimated to finance an additional 25,000 affordable rental homes in CA
- Expand existing bond recycling authority so that more of bond authority could be used for multifamily housing, leading to another approximately 25,000 more affordable rental homes in CA
To date, 25 members of the CA delegation have cosponsored H.R. 1703, including Ways & Means Members Jimmy Gomez, Jimmy Panetta, Linda Sanchez, and Judy Chu.
Provisions from AHCIA could be attached to year-end must-pass legislation, such as the FY 2020 appropriations, but that will only happen if House leadership hears from the rank and file that the Housing Credit should be included in any year-end deal.
We know that House Democrats are pushing for an expansion of EITC/CTC to provide tax relief to low-income taxpayers. However, Housing Credit-financed rental housing could give low-income taxpayers even more in rent savings. Now is the time to ask all of the CA co-sponsors to reach out to the Speaker (or Minority Leader if they are Republicans) and Ways and Means Chairman Neal and tell them it is extremely important to them and to the State of California that H.R. 3077 be included in the end of the year spending and tax package.
